General Statement of the Job & Essential Functions GENERAL STATEMENT OF JOB Under general supervision, this position converts raw data into valid criminal intelligence information to assist in solving crimes, addressing community issues, and allocating the department resources appropriately. Reports to a Police Captain.
ESSENTIAL JOB FUNCTIONS Collects and analyzes crime information for criminal activity trends, patterns, series and other significant details; prepares and analyzes statistical and narrative data; and utilizes computerized data entry equipment and software programs to enter and query information; forecasts crime patterns; develops link analyses; and collects and analyzes crime reports, parole and probation information, arrest data, modus operandi information, field interview cards, citation information and other crime and criminal related data.
Process incident-based reporting (IBR) reports for state submission; prepares and distributes reports to provide vital information to police units; conducts surveys, stat studies and other reports concerning effective utilization of existing manpower, equipment, and facilities; and follows-up on requests for customized crime reports to police officers.
Conducts detailed research and provides suspect identifications to assist with investigations of criminal activity, to include on-site review and inspection as needed for insight and comparison; conducts semi-annual analysis of operational activities, to include type of activity, location, time and date; subjects crime information to statistical tests, develops and tests hypotheses and writes conclusions of findings in a manner that adheres to commonly accepted criminal justice research standards; and organizes and maintains manual information sources, files and automated systems for storage and retrieval of data.
Serves as a liaison with other police departments and criminal justice agencies; actively participates in coalitions that facilitate regional, sate wide and national information sharing databases; disposes of confidential police information according to departmental established protocol; and instructs others in the use of crime analysis and how to interpret statistical information.
Performs administrative support work such as word processing, creating spreadsheets, data entry and retrieval, and functions that may require interpretation, judgment and determining appropriate processes to be used; and reviews forms, data, and other information to ensure accuracy and conformance to established procedures and policies.
Interacts with the public and others outside the work unit to obtain and provide information and assistance in a variety of circumstances; may screen and respond to inquiries and complaints; provides information on policies and procedures; performs other similar types of administrative support activities; and responsible for establishing, coordinating, and/or maintaining filing and record systems.
Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.
Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

Is able to interpret and apply laws to specific cases and to exercise sound judgement in emergency situations, and adopt quick, effective actions. Is able to make observations and remember names, faces, and various details. Is able to prepare clear and comprehensive reports. Is able to plan, direct and coordinate the work of subordinate employees. Is able to use common office machines. Is able to compile technical information from a variety of sources and prepare clear and concise reports. Is able to exercise considerable initiative and independent judgment in analyzing and applying standards to a variety of situations. Is able to explain rules, regulations and policies of multiple benefit programs in terms understood by applicants and the general public. Is able to exercise considerable tact, courtesy and discretion in contact with program applicants and clients, and the general public. Is able to exercise considerable discretion in handling confidential files. Is able to establish and maintain effective working relationships as necessitated by work assignments.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts within department and division, and with co-workers and the general public.

Education, Experience & Special Requirements EDUCATION & EXPERIENCE Bachelor's degree in Criminal Justice, Public Administration, Intelligence, Statistics, Geography, or a related field, and 3 to 5 years in law enforcement statistical needs, data entry and crime analysis, to include 1 to 2 years of supervisory experience, or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS An acceptable general background check to include a local and state criminal history check and sex offender registry check.
A valid driver's license with an acceptable driving record.
Physical Demands MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to operate a variety of machinery and equipment including a two-way radio, calculators, copiers, fax machine, computer etc.; and general law enforcement equipment. Must be physically able to operate a motor vehicle. Must be physically able to exert up to 30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical requirements of the job are those rated for sedentary work, but may involve walking or standing for periods of time.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with persons acting under stress.
