Description The Senior Manager of Secure Area Construction plays a critical role in overseeing the implementation of security policies, procedures, and processes for a diverse range of secure area construction projects. This encompasses providing essential physical security support, ensuring the highest standards are met both in domestic and international locations. The role involves working collaboratively with customers and management to address physical security concerns, from training to compliance with regulatory standards and emerging security trends. Complexity: The role requires addressing complex problems that may span multiple issues and specialties. You will identify potential improvements in programs and processes, recommending effective solutions for enhancing overall results, including Operations Security (OPSEC) concerns. Communication: This position entails engaging with internal team members across various domains and liaising with external stakeholders such as host country representatives, subcontractors, and vendors. The Senior Manager will also provide valuable input to customer leadership regarding security procedures, processes, and approaches. Key Responsibilities: Offer expert guidance to the Program Security Officer (PSO) on construction activities for ICD-705 and SAPF projects. Ensure the PSO's security philosophy is effectively applied to each secure area construction project, tailored to site-specific characteristics. Implement standardized policies and protocols across all projects to guarantee effective and efficient management. Collaborate with project Site Security Managers to address and resolve security issues during daily construction operations. Assist program managers in establishing security management requirements during the pre-acquisition phase of projects. Ensure construction security plans align with the PSO's security philosophy. Coordinate all accreditation actions with the Accrediting Official (AO) for each secure area construction project. Basic Qualifications: Must possess a TS/SCI clearance and have a minimum of eight (8) years of experience in U.S. government physical security, information security, personnel security, and operations security. Bachelor's degree in a related field is required, or alternately, two additional years of relevant experience. Certified as a Site Security Manager (SSM) through the Defense Security Service or equivalent. At least ten (10) years of experience in physical, operational, and personnel security. Demonstrated knowledge of Industrial Security, Information Security, TEMPEST Communications, Sensitive Compartmented Information, and Special Access Programs. Recent experience (within the last five years) managing facility accreditation using the ICD-705 checklist and established construction security plans. Hands-on experience conducting physical security assessments and requirements for SCIF/SAPF security, including standards and accreditation documentation. Expertise in managing day-to-day operations of a SCIF; strong communication, organizational, analytical, and interpersonal skills are essential. Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and Access. Preferred Qualifications: Experience as a Facility Security Officer or Site Security Representative. Background as a COMSEC custodian. Experience in developing and implementing OPSEC plans. Knowledge of Access Control and Intrusion Detection Systems. Experience operating SCIFs/TSCIFs. Military service is desired but not mandatory. Prior work supporting the Intelligence Community in a security capacity. Membership in a professional security organization is a plus.
